OK I thought it's the same as Russian that's 1/10th of inch. Thus Mosin-Nagant is "3 linje rifle" (7.62mm). Seems the Swedish measurements have also been used in Finland before the Russian measurements.

That would be 5 linjer / Det skulle vara 5 linjer 5*2.54mm = 12.70mm

Few years ago the regulations were changed so that all rifled weapons legal for any species are allowed. Self loading rifles are forbidden but that's just political BS. As far as I know, many serious competitors have changed to 17 HMR. Additional benefit is 500g trigger pull (1kg for center fire).
