Hi Lindskog, thanks for asking because this is interesting topic. In polish law many things changed in march 2011. Since that month we have new law which completely changed situation of sport shooters/gun collectors/hunters and so on. Previously it was up to Police to decide who should own firearm, now in Firearms and Ammo Act you have specified terms which obligate police has to formally approve firearms ownership. Since that we could welcome many new sport shooters and gun collectors.
Anyway in PL administration or Police may act only based on law. And there is no single law which forbids ownership, manufacturing, usage, sellout or purchase of silencers. No single law. So first senctence is 100% true: "In Poland, suppressors are not classified as "important weapon parts". Therefore, they are completely legal in all calibers, requiring no registration or permit."
But second one is not correct. We have one entry/ in firearms act: (free translation) "Administration may not issue approval for ownership of firearm equipped with silencer or adapted to be used with silencer" And we have really weird situation in Poland in regards to silencers because that specific point is not enforced at all!. Which is really weird, usually police administration dept. doesn't support shooters. I mean we own (police issued approvals for ownership) many firearms with muzzle device and barrel thread. So that way each new rifle or carbine might be used with silencers. There are silencers which don't need adapters or thread to be mounted on barrel. An we have hundreds or thousands of firearms to which this point refers to.
So you can use silencer, buy silencer, own silencer, sell silencer. It is just police should not approve permit you already have for your firearm you already own. (you name it: AKMS, AR15, HK416, HK USP SD or other pistol with longer barrell, SAKO, TIKKA, REMINGTON etc)
So finally many sport shooters and collectors are buying in Norway or UK, or in DE via egun.de, or manufacturing and using silencers on trainings. We just don't brag about it to not be confronted with some policeman which has no idea what the law currently is. In PL suppressors are still perceived (not taking into account that we are using silencers on daily basis in our cars and bikes) as assasin or special forces tools, not as a device reducing dangerous noise from 160 to still quite loud 130 dB..
